Waukee council holds public hearing and approves first reading to rezone 1926 Waukee 'Quickstart' site

The City of Waukee on Monday opened a public hearing and approved the first reading of an ordinance to rezone an 8.36‑acre parcel identified as the 1926 Waukee Quickstart from A‑1 (agricultural) to C‑1A (neighborhood commercial).

City planning staff outlined a concept plan showing a roughly 9,100‑square‑foot convenience store fronting NW 10th Street, a fueling area on the west side of the site and a potential car wash. The site is at the northwest corner of NW Douglas Parkway and NW 10th Street, and the proposal includes two primary access points with the potential for a future joint access to the north. Staff said a 30‑foot landscape buffer would be required along the north and west sides of the property and that on‑site stormwater detention would be required.

Planner(s) said notification to adjoining property owners was mailed on Oct. 31 and that rezoning signs had been posted along adjacent streets. Staff reported no written correspondence for or against the rezoning and that the Planning and Zoning Commission recommended approval at its Nov. 12, 2025 meeting. A representative for the applicant, Kwik Trip Inc. (Casey Banger), was noted as present for questions.

A council member introduced the ordinance and moved to approve the first reading and title only; the motion carried on a recorded roll call with Council members Battenberg, Kron, Sinclair, Grove and Pierce indicating 'yes.' As a first reading, the ordinance will return for subsequent consideration consistent with the council’s normal ordinance procedures.
