Colonel Greg Hawley (UHP) described the multi‑agency collaboration that began after prior limited‑access conversions, the timeline for recruiting and training troopers (about 18 months from recruitment to fully operational trooper), and the additional sworn FTEs requested to assume patrol responsibilities for new corridors.
UHP noted prior examples (Bangerter Highway) where additional appropriations were required to staff new limited‑access facilities; the agencies emphasized the need to plan for equipment, dispatch, records management, and incident management partnerships alongside roadway construction. Committee members acknowledged that roadway expansions create downstream safety and staffing implications and thanked both agencies for proactive coordination.
UDOT and UHP will continue to provide project schedules, expected resource needs, and transition plans to help the legislature plan trooper FTE requests and capital equipment timelines.
