Public Works Administrator Steve Blue told the board the two‑phase project — begun in 2020 with the second phase started in 2024 — totals roughly $2.7 million. Staff said they expended about $30,000 for electrical connections and related safety work when PG&E required immediate action, and identified approximately $170,000 in City of Hollister connection fees for water and sewer that the city declined to waive. That combination equals the $200,000 in additional costs the board was asked to approve.
Staff said HHSA and RMA identified an account to temporarily cover the expense and that HHSA will reimburse Public Works through a budget amendment to come back to the board. Supervisors noted the state grant that financed construction expects occupancy by the end of the year and that delaying work could jeopardize the grant timeline.
The board approved the change orders 5‑0, with the motion amended to state the payment will be subject to future reimbursement by HHSA to Public Works.
