Lake County board appoints delegates and alternates to four regional authorities for 2026

The Lake County Board of Supervisors unanimously approved a slate of delegate and alternate appointments for 2026 to four regional authorities during its consideration of agenda item 7.3. Chair Crandall was named delegate and Vice Chair Rasmussen named alternate for multiple regional bodies; Supervisor Owen and Public Services Director Lars Ewing were appointed to the RCRC Environmental Services Joint Powers Authority.

The item covered four specific appointments: delegate and alternate to the Rural County Representatives of California (RCRC); delegate and alternate to the Golden State Connect Authority (GSCA); delegate and alternate to the Golden State Finance Authority (GSFA); and delegate and alternate to the RCRC Environmental Services JPA (ESJPA). The board opened the matter for public comment and received none.

An unnamed supervisor moved to nominate Supervisor Crandall as delegate and Vice Chair Rasmussen as alternate to the RCRC board of directors for 2026; the motion was seconded and carried unanimously. Later motions to appoint the same pair to the Golden State Finance Authority and Golden State Connect Authority boards were also approved without opposition. "I move to nominate Supervisor Crandall and the alternates... Vice Chair Rasmussen for our CRC board of directors," one supervisor said during the meeting.

Discussion before the votes centered on workload and availability. One supervisor said they had been serving as alternate but were "very full" with obligations to NACO and CSAC and recommended the vice chair for the role. Another supervisor praised Chair Crandall's representation, noting Crandall had left to attend an RCRC meeting in Shasta County.

For the RCRC Environmental Services JPA, a different outcome was adopted: after noting that Supervisor Owen currently serves as delegate, the board approved a motion appointing Supervisor Owen as delegate and Public Services Director Lars Ewing as alternate for 2026. That motion also passed unanimously.

All motions on item 7.3 carried without opposition. The board returned the item to general business after the votes.
