Cuyahoga County Council on Nov. 25 adopted Resolution 2025-03-26 authorizing contracts with CEP Renewables LLC (and designees) for financing and construction of a 6.5-megawatt solar farm in Brooklyn, Ohio, in an amount not to exceed $18,900,000. Council accepted a substitute to clarify project components and funding sources before voting to adopt the resolution.
Mike Foley, director in the Department of Public Works, told council the substitute added the Harvard Road landfill site to the project scope in addition to the previously discussed Brooklyn landfill parcel. Foley said 60% of the project funding comes from the U.S. Environmental Protection Agency through a Climate Pollution Reduction Grant and the remaining 40% is expected to be obtained through a federal tax-credit mechanism; the county intends to float the tax-credit portion up front and recover the credit when the project begins generating electricity.
Council members praised the project as an opportunity to expand county rooftop and landfill solar capacity, to remediate a contaminated landfill site and to produce renewable energy for county buildings. No public opposition was recorded in the meeting transcript. The substitute and the main resolution were moved, seconded and adopted by voice vote.
