At its Nov. 18 meeting the El Segundo City Council adopted a resolution requesting membership in the California Intergovernmental Risk Authority (CIRA). City staff said switching to CIRA from the city's current risk-sharing arrangement will save over $54,000 in fiscal year 2025–26.
Council also introduced an ordinance that, if adopted, would regulate e-bikes and other small motorized modes of transportation by prohibiting unsafe riding and operating under the influence of alcohol or drugs. The proposed ordinance includes a provision authorizing an El Segundo Police Department officer to impound a juvenile's vehicle and release it later to a responsible adult upon payment of an impound fee. The ordinance was introduced and scheduled for a second reading on Dec. 2.
Separately, council introduced ordinances to adopt the California building codes with city-specific amendments; staff identified code provisions that appear redundant or obsolete and recommended their removal. The public hearing and second reading for the building codes ordinance were scheduled for Dec. 2.
The council announced appointments of Roger Nieves to the Investment Advisory Committee for a full term expiring Oct. 31, 2028, and George Fung to the Senior Citizen Housing Corporation Board for a partial term expiring June 30, 2029. City Manager Darryl George provided an update on recent activities, including that the South Coast Air Quality Management District had received 14 odor complaints and issued no notice of violation since the Nov. 4 meeting.
Earlier in the meeting a representative from the office of Congressman Ted Lieu presented Deputy City Manager Barbara Voss with a commendation for the 2025 State of the City; the office representative said the congressman appreciated the city's dedication to citizens and community. Members of the El Segundo youth drama troupe announced an upcoming production of We Will Rock You and provided a brief performance excerpt.
