Summary
City staff and consultants presented draft updates to Newport Beach's general plan in a virtual open house, described how residents can submit comments online and in Zoom Q&A, and outlined next steps including a GPAC review and a Nov. 17 written-comment deadline.
City of Newport Beach planning staff and their consultants presented draft updates to the city's general plan during a virtual open house and urged residents to review materials posted online and submit comments by Nov. 17.
"All the input that you provide this evening will be captured," said Joan Isaacson of Kearns West, who moderated the session and explained how attendees could use the Zoom Q&A and the project's online comment portal. Planning manager Ben Zaziba and Dudek project manager Elizabeth Dixon detailed the update process, outreach to date and how to submit feedback.
The presenters said the update is a citywide effort to streamline the existing general plan into a searchable online resource and to refresh goals and policies through the year 2050, the plan's horizon. Zaziba described extensive outreach: more than 50 public meetings, pop-up events and four community workshops, and a project website that logged "over 12,000 unique visitors." City staff and GPAC (the General Plan Advisory Committee) and a steering committee informed draft language.
Organizers explained multiple ways to comment: the Zoom Q&A box, raising a hand to speak during pauses, a QR code that links to the project website, or direct email to staff. Dixon said full draft elements and supporting technical documents (background analyses and reports) are available on the project website for detailed review.
Zaziba noted the noise-element draft will go to the GPAC on Nov. 5 and said recordings of advisory and steering-committee meetings are available on the city's YouTube channel. The team said it will compile public comments and revise the drafts, then return the revised elements to GPAC (anticipated in January) before seeking consideration by city boards and commissions.
The session closed with a request for written comments on the posted drafts by Nov. 17 and contact information for city staff to be shared in the meeting chat.
