The Hampstead Planning Commission reviewed an adequate facilities study for a proposed Tractor Supply store on Hanover Pike on Nov. 19, and Town Administrator Jim read the report into the record, saying the final site plan "complies with all applicable provisions of the code of the town of Hampstead and all other applicable state and county codes."
Jim said local schools would not be impacted and that the project's estimated water use (about 225 gallons per day) would not create inadequacy in town water or sewer services. He told commissioners the town is requiring the applicant to connect to public sewer and the details of that connection are being discussed with the county.
The applicant resubmitted the plan to the county with corrected renderings and signage; Jim requested updated 11x17 hard copies for the commission. He explained the commission's usual practice is to wait for county approvals and then bring a final site plan back for the commission to approve and to hold the public hearing the same night.
A commissioner asked whether Tractor Supply had shown any sign of withdrawing from the project; Jim said there were "no indications," noting this location will be a company‑owned store rather than a leased franchise, which he said increases the developer's level of commitment.
If the town and county complete the remaining approvals and legal steps (mylar signing and public works agreements), Jim said he expects grading and construction to begin in late spring or early summer following approvals.
