The Peabody Planning Board unanimously endorsed an A & R land plan for 1–3 Iron Circle on Nov. 20, 2025, after the applicant provided a revised plan showing electric-light easements the board had requested.
Attorney John Kelty, representing the applicant, told the board he had "provided a plan, that shows these easements, and I believe that we are in a position to ask for an approval." Kelty said the plan revision responds to members' earlier concerns about easement location and that there is no immediate intention to record the plan until other matters are resolved.
Board member Doctor Otto asked for clarification on where the easement is shown; after a brief exchange a small square on the plan was identified as the easement. Another board member, who said they had revisited the site, noted both dwellings are under the same ownership and raised a practical concern: residents of the left duplex currently drive across a narrow strip in front of the property to park, which "they're gonna be driving over that little thin sliver," the member said, warning it could create neighborhood disputes if ownership changes.
Member (Speaker 5) moved to endorse the plan "as submitted this evening"; Doctor Otto seconded. The board amended the motion to specify the plan dated Nov. 10, 2025, and voted unanimously to endorse the A & R plan for 1–3 Iron Circle.
The board did not read individual roll-call votes; the chair announced the vote was unanimous. The plan had been continued from the Nov. 6 meeting for the board to see the easement revisions. No further conditions or recording instructions were stated during the vote.
