At its Nov. 24, 2025 meeting the Pennington County Planning Commission took the following formal actions and recommendations.
Key approvals and procedural outcomes
- Consent calendar: Approved with two clerical corrections; items 5 and 9 were continued to the Dec. 8 meeting. (Consent motion approved.)
- COCU25‑0019: Conditional use permit for an existing efficiency dwelling (applicant Doug Brown) — approved with 23 conditions; applicant represented remotely by Cathy Demel.
- COMPL25‑0004: Minor plat to create Lots 1–4, River Bottom Ranch (applicants Gordon and Connie Howie; surveyor Mike Tuohy) — approved with five conditions. Commissioners discussed access easements related to the Saint Germain ditch; staff said building permits will require plat copies and access verification.
- COVPL25‑0002: Vacation of a waterline easement (applicants Steven and Deborah Berg) — approved with one condition; Rapid Valley Sanitary District confirmed no water line in the easement.
- PU0418: Plan-unit development amendment to allow commercial uses on Lot 1 (applicants Scott and Jan Zaanstra) — approved with 24 conditions; proposed uses include a wedding venue, courts, pool and vacation cabins.
- COPU04‑18: Applicant-requested withdrawal (in‑home occupation by Lindine Smith) — withdrawal approved.
- COPPL25‑0012: Preliminary plan to reconfigure lot lines (Stevens Reams tract; applicant Ken Davis) — approved with seven conditions; plan involves vacating a portion of right-of-way to place an existing well on Lot G.
- Ordinance recommendations: The commission forwarded OA25‑17 (definitions), OA25‑18 (special animal-keeping regulations) and OA25‑19 (nuisance ordinance) to the Pennington County Board of Commissioners for consideration on Dec. 2, 2025. A clerical correction to OA25‑19 (section 7.a.2) was incorporated into the motion.
