- Ratify election results: Motion to ratify the 2025 City of Rexburg general election canvass results as certified by the Madison County Board of Canvassers (11/10/2025). Motion moved by Councilmember Meisel, seconded by Councilmember Riggins; approved by voice vote.
- Swear in new police officer: Philip Golden was sworn in by City Attorney Spencer Grama and welcomed by the mayor and council; not a vote but an official personnel action recorded in the minutes.

- Urban renewal eligibility study approved: Resolution 2025-12 accepting the West Highway 20 urban renewal eligibility study was moved and seconded; adoption recorded by voice vote.
- Employee committee bylaw amendment: Council amended employee committee bylaws to remove the emergency services department from the committee, reflecting its transfer to the fire district; motion moved and approved by voice vote.
- Ordinances: Council suspended rules and adopted Ordinance 13-40 (amend development code to allow sky bridges over public streets subject to CUP and standards) after a roll-call suspension vote, then approved the ordinance on third reading. Ordinance 13-38 (right-of-way vacation at Stocks Avenue) was considered on third reading and passed; Ordinance 13-39 was moved to the third-reading calendar after second reading.
