Allison Tomberge, the city planner, presented Waynesboro’s Consolidated Annual Performance and Evaluation Report (CAPER) for FY24 on Nov. 24, describing how the city used Community Development Block Grant (CDBG) funds and the program’s accomplishments during the program year (Oct. 1, 2024–Sept. 30, 2025).
Tomberge said the city’s FY24 action plan allocated $92,223 toward land acquisition costs for affordable housing development, $50,000 for critical home repair through Renewing Homes, $10,000 and $5,000 respectively to LifeWorks and HERO for emergency rent and utility payments, and $10,098 to WARM for case management at Ruth House. She noted the Rosenwald Community Center project—installation of ADA-accessible pedestrian crossings on Port Republic Road and an ADA sidewalk and ramp to the entrance—was completed and those funds are drawn down.
Staff reported delays on the land acquisition activity with Enterprise Community Development for the property at 1030 Alston Court, intended for a 96-unit multifamily development; the schedule was pushed back due to the rescission of a HUD grant and staff expect completion in 2026. Tomberge said Renewing Homes completed work on three houses (roof replacements, HVAC upgrade, radon mitigation). She reported that LifeWorks used all but $8 of its CDBG award to assist six families, WARM provided case management for 35 families, and HERO provided rent or utility assistance to 15 individuals. In total, staff reported the FY24 activities assisted about 1,245 persons and 59 households.
Tomberge reminded the public that the CAPER is on display through Dec. 18 at city locations and online; comments will be accepted until 4 p.m. on Dec. 8 and will be included in the submittal to HUD on or before Dec. 12.
