The Anacortes City Council on Nov. 24 approved multiple procurement actions, including a contract modification for janitorial services and a large wastewater infrastructure contract, and unanimously voted to reject bids on a fiber services solicitation.
City facilities and parks staff presented a contract modification with BE Enterprises for $140,252.60 to continue janitorial services at six city facilities, including City Hall, the senior center and the library, through 2026 with no rate increase, and staff said they reviewed alternative providers and concluded the modification was the most cost‑effective option. Councilmember Walters moved to approve the contract; the motion carried on a unanimous recorded vote.
City staff also presented a construction contract award for a combined sewer overflow (CSO) pump station at the wastewater treatment plant. Staff said Strider Construction was the low bidder, coming in substantially under the city’s original estimate. The CSO pump station is intended to convey excess influent flows during heavy rain events, preventing sanitary sewer overflows and helping the city maintain compliance with its NPDES permit. Council voted unanimously to award the contract as presented.
On the city’s fiber procurement, staff recommended adopting Resolution 3190 to reject all bids received Nov. 13 for the unit‑price fiber general contractor services contract (bid 25‑216‑FBR‑001) so the city can reissue a solicitation with realistic bid quantities (for example, lineal footage or a specified number of splices) to better estimate actual callout costs. The resolution passed unanimously.
Council discussion on each item was procedural and focused on contract terms, funding sources and the public‑health compliance benefits of the CSO pump station. Staff said the CSO project will be funded by an interfund loan council previously approved and that the Strider bid was well under estimate.
The council’s actions resolved the three procurement items on the agenda; staff will finalize contract documents and proceed with project implementation.
