Anna Sprout, former Grand County recreation manager and now executive director of Steward Moab, told the OHV Advisory Council that the Moab Trail Ambassador program is moving from county administration into a nonprofit to preserve partnerships and staff continuity.
Sprout said the reorganization will retain key personnel and program assets and that Steward Moab expects $150,000 confirmed for 2026 to support essential staff positions. "It's a very clean reorganization, and we're excited to continue forward into 2026 with this new format," she said.
She explained the education portion of the OHV program and related assets—including spill and waste kits and Can-Am vehicles—will transition to the nonprofit with an MOU to ensure continuity of programming and coordination with the county's trail-work coordinator. Wade and other staff said they are comfortable funding the nonprofit because the core staff and program knowledge will carry over.
Council members welcomed the transition and asked for clarity on fund separation and grant reporting; Rachel Toker and Wade said grant terms and adherence to expectations will be maintained and that separation of funds and compliance would continue under the existing grant requirements.

Steward Moab will continue to operate OHV education and field programming with an MOU to Grand County; Rachel and Wade will work with the nonprofit to ensure grant compliance and separation of funds.
