The Kent City Council approved its consent agenda and adopted several draft ordinances and a resolution during its Nov. meeting.
During the clerk’s communications the council was told a liquor-permit transfer notification (from Haas Moonbase LLC to 265 West Inc.) was received, and the return-by date was extended to Nov. 29, 2025; Chief Shearer reported no objection.
Council then moved and seconded to accept items 1–12 on the City Manager’s Report. The consent package included draft ordinances and a resolution described on the agenda as:
- Draft 2025-101: Ordinance authorizing the finance director to pay certain purchase orders exceeding $3,000 upon issuance of a certificate of availability of funds, declaring an emergency.
- Draft 2025-102: Ordinance amending a penalty section of the codified ordinances, declaring an emergency.
- Draft 2025-103: Ordinance authorizing trade-in, auction and disposal of surplus vehicles and equipment, declaring an emergency.
- Draft 2025-104: Ordinance amending the current appropriation ordinance to adjust accounts for fiscal year ending 12/31/2025, declaring an emergency.
- Draft 2025-105: Resolution requesting the county auditor advance property tax collections pursuant to section 32134 of the Ohio Revised Code, declaring an emergency.
- Draft 2025-106: Ordinance authorizing the city manager to consider funding for Kent Social Services to sustain food-supply operations related to SNAP funding loss, declaring an emergency.
- Draft 2025-107: Capital plan ordinance appropriating funds for fiscal year ending 12/31/2026, declaring an emergency.
A roll-call vote was taken and the consent agenda passed. The clerk also noted that postings and board notifications had been made, and reminded expiring board and commission members to submit reapplication materials by Nov. 21, 2025.
The council recorded the items as adopted under emergency declarations; no individual amendments were read into the record during the consent vote.
