Speaker 2 walked the committee through capital-improvement items: the Low Dam rec-trail asphalt was noted as the city’s responsibility with an estimate of about $600,000; streetscape construction is planned to begin after July 4, 2026 with an authorization request expected in January; and a roundabout further on the program is tentatively on track for 2029 funding and ODOT review.
Staff also raised utility-specific projects. At the water treatment plant, chemical costs have risen and the city flagged a primary CO2 tank replacement (40 years old) with a recent estimate that doubled earlier numbers; staff urged locking a price soon. In stormwater, the Race Drive pump station needs substantial overhaul and is a large future cost in the stormwater utility plan.
Other capital items noted included radio and portable radio replacement for police by 2028, building cameras replacements, and pavement/sidewalk projects with various funding splits and assessment considerations. Staff said projects with federal reimbursement (OVWC/STP) require upfront encumbrance and will be reimbursed after construction.
