Speaker 2 told the committee the park-and-recreation master plan will be a major project and recommended holding design money rather than implementation funds until consultant recommendations are presented. "We are scheduled to have the work session on December 3 where we will hear the consultant's recommendations from American StructurePoint," Speaker 2 said.
Staff recommended a $1,000,000 placeholder in fund 02/28 for design, engineering and related work to produce detailed plans that could be bid in 2026. Baseball-field improvements were singled out as a likely first priority, but Speaker 2 noted details such as size, location and scope have not been established and could require reappropriation.
Speaker 2 and others discussed follow-up processes: park and rec boards, the park superintendent and the council will identify priorities, get cost estimates, and then decide how to finance the projects across 2026–2028. Staff emphasized the recommendation is for design work only and that funding for construction would come later following priority-setting and possible bonding or reauthorization.
