Zachary Michaelson was nominated and approved as mayor pro tem to preside over the Nov. 24 Village of Golf Manor council meeting after the mayor and vice mayor were absent. The council carried a voice vote on the temporary appointment after a nomination and second.
On legislative business, council passed Ordinance 2025‑6, adopting the 2024 edition of the International Property Maintenance Code with amendments to citation service methods that make posting a final, not first, method of service. The solicitor said the change requires other methods of service to be attempted first (personal service, certified mail, or photo posting) before posting is effective. Council moved to read the ordinance by title and then passed it on the third reading.
Council also approved Ordinance 2025‑8, the annual appropriations ordinance that adopts the budget the council previously approved and submitted to the auditor and treasurer. The solicitor indicated the appropriations ordinance reflects the budget reviewed by the finance committee and that there were no material changes to total appropriations. The ordinance authorizes departments to expend funds under the adopted 2026 appropriations schedule.
The administrator briefed council on a draft ordinance related to a recent ransomware incident and said the village will not pay any ransom; insurer‑assigned counsel recommended an authorization template the village could adopt if payment were ever considered. Council requested time to modify the draft to match Ohio formatting and citations and did not act on that ordinance at the meeting.
The meeting adjourned from open session to an executive session later in the evening for confidential matters protected by federal law or state statute.
