The Homewood City Council on Nov. 24 approved a slate of contracts, right‑of‑way permits and a contingent employee bonus plan by unanimous votes.
Council awarded the low construction bid for the Central Avenue Transportation Alternatives Program multimodal facility to Avery Landscaping and approved a construction‑inspection contract with Sain and Associates; staff reported the low bid at $814,145.20 and the inspection contract at $117,732. Both measures passed on voice votes that were recorded as 5 to 0 and were entered as resolutions 25,198 and 25,199, respectively.
The council also approved a temporary road closure adjacent to Brookwood Village to accommodate reconstruction at 600 Brookwood Village (motion passed 5–0), the installation of a waterline in Brookwood Boulevard (resolution 25,202, 5–0), and three Track Shack holiday events with music and hot chocolate on Dec. 6, 13 and 20 (resolution 25,203, 5–0). A community request to place a shared Hot Wheels toy box at 507 Morris Boulevard was approved with an indemnification agreement (resolution 25,201, 5–0).
On financial matters the council approved vouchers for Nov. 11–24, 2025 (resolution 25,204, 5–0). The council also approved a tiered year‑end bonus program contingent on the city closing fiscal year 2024–25 with a general fund surplus; the program passed 5–0 and will be paid only if the final fiscal results support it (recorded as resolution 25,205 in council action). Acting City Manager Cale Smith presented the item and the council described the bonus as contingent on final audited results.
The council approved an ABC restaurant retail liquor license for Los Valadores Mexican Food, 304 Columbiana Road, after staff reported letters of no objection from police and fire and state clearance; that motion passed 5–0.
Several development and zoning items heard during public hearings — including an amended development plan for the Piggly Wiggly, rezoning for Our Lady of Sorrows, a Brookwood Village subdivision for medical office shell space, and a final development plan for a Valvoline Instant Oil Change — received favorable reports from the Planning Commission and were set for final consideration at the council’s Dec. 8 meeting.
Councilors recorded no recorded dissent on the passed items and voted unanimously on each motion. The meeting adjourned following announcements and holiday scheduling.
