Beavercreek City Council on Nov. 24 approved a set of administrative and financial items during its regular meeting, including updates to transportation impact fees, personnel rules and pay schedules, and a land purchase intended to secure future right‑of‑way.
Ordinance 25‑23 updated the Beavercreek Traffic Improvement District improvement fee and the per‑trip schedule for District 1; the ordinance was presented for a second reading and approved by voice vote. Council also approved Ordinance 25‑24, which repeals the city’s existing personnel rules and adopts a new personnel‑rules ordinance; that item was approved at second reading.
Human resources staff (Miss Jones) presented Resolution 25‑32 to update pay schedules for nonunion, part‑time, seasonal and intermittent positions. Jones said the adjustments are "effective 01/01/2026" (transcript contained a typographical year error) and include roughly 3% adjustments to keep the city competitive and an adjustment to the first pay grade to match Ohio minimum wage. "These are actually adjusted 3% to remain competitive," Jones said.
Resolution 25‑36 adjusts the top end of pay grades 13–15 for full‑time nonunion positions to address compression following changes in union contracts; Jones said maximums in those grades will grow about 4% to preserve supervisory‑to‑staff differentials.
After an executive session to discuss property purchase and other matters under Ohio Revised Code §121.22, council returned to open session and approved Resolution 25‑37 authorizing the city manager to enter a contract to purchase approximately 62.5 acres at the southwest corner of U.S. 35 and Factory Road from East Bell Company. Council members said the purchase secures land needed for potential future overpasses or road upgrades and prevents uses residents opposed, including a racetrack or large truck stop. "This will secure the land so that it will never be a racetrack or any other facility like that," a council member said.
