The St. Louis City Public Safety Committee voted to advance Prop S funding recommendations and accepted a voice amendment to allocate $9,124 in residual Prop S funds to the Archway Missouri chapter of Links Incorporated.
Judge Teer of the Office of Violence Prevention told the committee his staff reviewed '60 plus applicants for, the amount of a little bit under $900,000' and recommended 'about 8 different, entities that had the highest scoring based upon, the objective review that we were, required to apply.'
The amendment was offered by Alderman Clark Hubbard, who asked that the committee 'award the residual $9,124 to the Archway chapter' and said the award would not change the Office of Violence Prevention's recommendations. Clark Hubbard described Archway's programming as focused on 'STEM education, career readiness, and youth leadership,' and cited the group's partnerships with local institutions to argue the modest additional funding would build grassroots capacity aligned with Prop S objectives.
After verification by the clerk of the organization's full name — the Archway, Missouri, chapter of the Links Incorporated — the committee took a roll call vote and the amendment passed on five recorded aye votes. A subsequent motion to adopt the Prop S funding package 'as amended' was moved, seconded and advanced out of committee after a request for previous roll and no objection from members.
Committee members recorded no substantive questions of the Office of Violence Prevention during the meeting; several members said they had discussed the recommendations at length in prior meetings. In announcements following the votes, Alderman Clark Hubbard said the committee will seek process improvements to better align awards with Prop S goals and requested a hearing on community concerns about demolition-related air pollution tied to recent tornado recovery work; Chair Narayan said the hearing is expected to occur just after Thanksgiving.
