The Cook County Housing and Redevelopment Authority on Nov. 19 directed staff to advance predevelopment work for Parcel 250291425, adopting the working name 'Birch Grove property' to distance the site from earlier failed proposals.
Jeff, HRA staff, presented options that range from returning the parcel to the township or issuing an RFP to a more hands-on approach: preparing infrastructure such as roads, shared septic and well hookups, and subdividing lots for sale or partnering with a developer to build and sell homes. "We could get out and start building the infrastructure," he said, listing specific site constraints including recorded easements and a campsite used by Birch Grove School.
Commissioners discussed whether to pursue a prescriptive RFP or to build more local buy-in first. One commissioner noted that prior predevelopment work — including wetland delineation and preliminary land‑use plans — provides a starting point. Several members supported exploring a land‑trust model to preserve long-term affordability; Commissioner Olson said a land trust is a proven path to affordability, especially for first‑time buyers.
The board reviewed potential partners and funding sources: the community fund, 'one roof' housing (a Duluth-based nonprofit cited by commissioners as experienced with modular units), Lagom Construction and local architects, and a previously committed $100,000 from I triple r that staff said must be returned by year-end absent progress. Jeff told the board that selling lots for modest prices (examples cited: $2,000 per lot in preliminary scenarios) could build buyer equity and help approach target house price ranges discussed with townships.
Members agreed on a tentative goal of preparing a shovel‑ready concept and pursuing construction in 2027 if staff can secure partnerships, design work and funding. Staff was directed to continue outreach to townships, the community fund and known developers, refine site design and identify grants and local financing to preserve affordability. The HRA also agreed to keep townships informed as planning moves forward.
Next steps: staff will organize partner meetings, refine a conceptual site layout, pursue available grants and report progress at future HRA meetings.
