V‑25‑064 (PDash25Dash064) — Variance for ADA addition: The commission approved a variance to reduce the northern front yard setback from 30 feet to 19 feet for an 890-square-foot addition to an R‑3 corner lot to provide an ADA-accessible suite for the applicant’s mother. Applicant Jennifer Rollerson and neighbors testified about mobility and safety benefits. Staff had recommended denial based on variance criteria, but the commission found sufficient evidence to approve variance 1 with two staff conditions and to correct the project's square footage to 890.
V‑25‑058 — Waterfront pool and screen enclosure variances: Planner Kristen Ray reported staff recommended denial because the requests did not meet variance criteria and that a wetland-alteration permit may be required at building permit. Applicant Douglas Pat Burdette said he planned a low-impact, in-ground container pool intended for hydrotherapy and that he had previously been told (he asserted) a 15-foot pool setback applied; zoning manager Scott Ashley clarified that waterfront R‑4 lots require the 25-foot waterfront setback. The commission approved variances 1 and 2 with three staff-recommended conditions.
V‑25‑066 — Carport and driveway variances: The commission approved two variances for a proposed attached 420-square-foot carport: reducing the side setback and allowing an existing driveway that abuts the lot line (a prior lot-line adjustment caused the nonconformity). Staff recommended denial for the first variance but approval for the second; the applicant revised the design to provide a 3.5-foot setback and the commission approved the request with staff conditions.
B‑25‑069 — Prime agriculture lot variances: The commission approved three variances to establish a 50x65-foot buildable pad on a 1.25‑acre A‑1 parcel, reducing multiple front/side yards (100' to 40'6", 50' to 25', 100' to 75') with three staff conditions. Staff noted the parcel is a historic, nonconforming lot of record, and environmental permits are required for wetlands and floodplain areas.
Other actions: The commission continued V‑26‑001 (Stone Island boat-storage building) to Dec. 18, 2025 to allow redesign after neighbor opposition and forwarded Ordinance 2025-26 (certified recovery residences) to county council with an amendment extending the appeal period to 90 days.
