The Wilson County Planning Commission on Nov. 21 recommended approval of a master-plan amendment and rezoning that would change about 31.57 acres at 2308 and 2450 Gwen Road from A1 agricultural to C4 planned commercial to allow expansion of the Speedway Industrial Park and related light-industrial uses. Christopher, county planning staff, told the commission the request includes a master-plan notation prohibiting routine vehicular access to Gwen Road except for emergency access and that freight and other traffic would use the existing Bill France Boulevard entrances.
Developer representative Jeff Kaninski (the record also spells the name "Kenexty") with Panatonia/Panettone Development said the property is surrounded on three sides by existing industrial zoning and confirmed a temporary construction road to Gwen Road would be removed. "We will remove that access road," the developer said in response to a neighbor's concern about Gwen Road access. Planning staff warned of on-site constraints including sinkholes, wetlands and very flat or marshy areas that could limit buildable lots.
Commissioner comments focused on access and traffic. Christopher said the development would access internal industrial roads and that existing Bill France Boulevard is five lanes and likely will not require additional state improvements. After discussion, the commission voted to approve the staff recommendation; the motion carried.
Separately, the commission considered an application by Victoria Goddard (Goddard Construction) and property owner Paul Goddard to change 10.46 acres at 4881 Murfreesboro Road from A1 to C1 neighborhood commercial and to change the land-use designation accordingly. Staff said the request did not align with the adopted land-use plan but noted similar rezonings nearby had been approved previously. Commissioner Haskell Evans said the C1 request followed his request to downzone from an earlier C3 approval; the commission approved the rezoning recommendation 7–1 and will forward it to the county commission in January.
The commission also approved a slate of site plans and plats on consent or after brief discussion, including:
- an Enbridge canopy (smoking shelter) at 7555 Franklin Road (site plan approval with technical corrections);
- 0840 Logistics Park phase 2 on McCreary Road (approved pending plat consolidation and completion of required infrastructure);
- a billboard relocation on Murfreesboro Road (approved following a BZA variance);
- Infrastructure Precast on Clemens Road (contractor storage yard; applicant will remove on-site structure so water/sewer hookups are not required); and
- final plats including Sunset Harbor (16 lots) and Willow Landing Phase 5A (52 lots).
On several items the commission recorded clarifications for future review — for example, Willow Landing’s final was approved while staff and members noted that the Wilson County Water Authority has a self-imposed moratorium on expanding STEP sewer service and that some plats may not be recordable until the water authority signs required documents. Several smaller preliminaries and resubdivisions were approved as meeting requirements or needing only technical corrections.
Next steps: rezoning recommendations will go to the county commission for final action where required; approved site plans and final plats proceed to recording and construction permitting as applicants complete any required administrative steps.
