Rossford City Council on Nov. 12 adopted Ordinance 2025‑106 to extend one Tax Increment Financing (TIF) exemption for an additional 30 years under Ohio law. The extension affects the 'blue TIF' that was initially established in 2017.

During the public comment period on the ordinance, resident Reagan Strong of 818 Lime City Road asked, "Who benefits from this?" and said she had not heard much discussion about the beneficiaries or community advantages. Council finance staff responded that the extension directs property‑tax revenues generated inside the TIF district to the city rather than to the county; those revenues are intended to pay for infrastructure such as roads, water and sewer that make the area 'shovel ready' and more attractive to developers.

Meeting remarks noted the schools had been notified and that the extension would not affect their funding. After public comment and a brief explanation from staff, council members moved to suspend additional readings, declared the ordinance an emergency and adopted the extension by recorded vote.

The ordinance cites Ohio Revised Code procedures for extending tax‑exemption incentives; council members said the measure is intended to support economic development and future capital projects in the Crossroads area.
