The Jacksonville City Council approved a resolution authorizing staff to pursue purchase of roughly 100 acres east of the Delaney Subdivision on Massey Lane as a potential site for workforce housing under a $2,000,000 RISE grant.
City Attorney Beard told the council the grant had been identified to help buy the property and that the city must approve a tentative purchase contract to receive the state's grant rules and finalize whether the planning could proceed. He said the owner had agreed to a contract price of $22,222 per acre. "The contract has a couple of contingencies," Beard said, noting the project depends on getting the $2,000,000, receiving and approving the grant agreement and providing a 25% city match to the overall project cost.
Beard and staff framed the purchase as a long-term undertaking that might not close until late next year, and they discussed potential developer participation to supply part of the local match. Alderman Lockman moved the resolution and Alderman Williams seconded; the clerk called the roll and the motion carried.
The resolution approves the agreement with 4 Camp LLC as the prospective seller and authorizes staff to proceed with the tentative purchase contract so the city can obtain the grant rules and evaluate whether the project can move forward. The council did not authorize an immediate expenditure beyond approving the agreement; final funding commitments and the grant agreement review remain outstanding.
