Emergency procurement: Commissioners approved Emergency Procurement 2025-3 to repair a service wheel loader after diagnostic work indicated a transmission replacement was required. Highway staff reported parts and labor estimates; the presiding commissioner had preliminarily approved the emergency action and the commission ratified that approval.
Salt contract: Following bids, staff recommended awarding ITB2025-13 for bulk highway salt to Williams Diversified Materials at $93.75 per ton delivered (annual deliveries estimated up to 1,500 tons). Central Salt declined a split award; Williams Diversified was the low bidder and the commission approved the award.
Other renewals and policy updates: The commission renewed the Centaur uniform and supply rental contract for one year with no cost increase and approved an additional year for Omnigo records-management/jail-management software under the state contract. Commissioners also approved updated county purchasing terms and conditions to reflect electronic bidding procedures, sovereign-immunity language and a vendor declaration page for SAM debarment queries.
Ballot measure: Commissioners voted to place the Billings Special Road District's 35¢ levy renewal on the 2026 ballot; the district will pay election costs.
