Speakers gave personal accounts of sleep disruption, anxiety and property impacts and asked the council to reallocate local funds for mitigation.
Separately, Arnie C. Deanoff, identifying himself as a county public advocate, urged transparency and outside investigation into alleged misconduct by county police employees, saying internal affairs investigations exist and calling for independent review by state and federal authorities. The chair cautioned the speaker about naming employees and reminded the public-comment rules restrict discussion of confidential employment matters.
In the oral reports section, the county police chief reported five large-party incidents in the last four years, acknowledged enforcement challenges when crowds disperse and said officers made multiple juvenile referrals and wrote summonses for uncooperative adults in specific incidents. The chief said interagency assistance is available and referrals proceed through the juvenile process when warranted.
Council members requested clarification on procedures and asked what the legislative body could do; the chief replied that law enforcement already has the statutory tools it needs and that much of effective enforcement depends on investigation and follow-up. The council asked the county executive’s office to research whether public-comment rules could be tightened to prevent airing confidential employee matters in open session.
