Acting Mayor Valento (Speaker 8) introduced an interim use permit (IUP) application from Budding Measured Movement LLC, doing business as Forest Lake Cannabis, for retail sales at 1467 Lake Street South. Staff said the application is for retail sales in a MU-2 zoning district, with proposed hours of operation Monday–Saturday and reduced hours on Sunday. Departments reviewed the application; the police department approved the security plan and interior building permits will be required.

Staff noted this was the first application to disclose the specific state license sought: a microbusiness license. City code contains a clause that disallows microbusinesses within 250 feet of residential properties; staff reminded the council an IUP is temporary, can be approved, denied or tabled, and that odor mitigation, signage and compliance with city standards will be required if approved.

Next steps: the council may approve, deny or table the IUP after further deliberation; staff will provide any additional required permit reviews and technical clarifications.
