Marion County commissioners reappoint tax appeals board members, reappoint ABC member and appoint new library board member

Joseph O'Connor, president of the Marion County Commissioners, presided over the Nov. 18, 2025 meeting where the board approved a slate of routine appointments and reappointments.
The commissioners first approved the minutes of the Sept. 16 meeting. They then reappointed Steve Atrami, Greg Rathnow and Kevin Robinson to the Property Tax Assessment Board of Appeals (PTABOA). Steve Atrami, who identified himself as the PTABOA chair and said he has served since 1999, described the board's role in hearing appeals and homestead-deduction issues and working with the assessor and auditor. "We hear appeals, we hear exemptions," Atrami said, describing monthly hearings that resolve taxpayers’ concerns.
The board also reappointed Tyler Graves to the Alcohol Beverage Commission. Graves, a member of that board for roughly 13 years, described the commission’s duties in reviewing new permits, transfers and violations and said the commission will recommend license revocation to the state when licensees fail to meet standards. On the topic of recent incidents, Graves said security measures at some downtown establishments failed and recounted shootings that injured patrons: "We had 3 people shot right downtown," he said.
Dominic Davie was appointed to the Indianapolis Public Library Board after introducing himself as a lifelong Indianapolis resident who uses the public libraries and works in engineering and robotics. Davie said libraries were “pivotal in my upbringing” and said he wanted to help expand technology and outreach. The board confirmed his residency in Perry Township and welcomed his desire to broaden representation from the city’s south side.
Each appointment and reappointment was made by motion, seconded and approved on the record with commissioners responding "Aye." Newly appointed and reappointed members were sworn in during the meeting or shortly thereafter, reciting the oath to "faithfully perform" their duties and to uphold the constitutions of the United States and the state of Indiana.
The commissioners concluded the agenda after these items and scheduled the next meeting for Dec. 16, 2025 at 2 p.m. in Room 260 of the City-County Building.
