Council approves routine appropriations and omnibus transfers; CVB transfer tabled

Vanderburgh County Council approved a series of routine appropriations and an omnibus package of transfers during its Oct. 26 meeting, while postponing action on a transfer for the Convention Visitors Bureau (CVB) for additional review.
The Recorder’s office received a $4,009.95 appropriation for FICA. The Sheriff’s office requested and received approval for overtime, fuel and related items (approximately $207,533); related jail FICA/retirement/accrued payments of $36,005.55 were also approved. The superintendent of county government and several other departmental requests were approved by voice vote.
Council approved three used vehicles for county offender transportation at a total of $69,000, funded from a fee account that has collected funds since 2011, and a small appropriation for convention-center operations.
On transfers, council initially moved to approve all transfers A through N but pulled the CVB transfer for separate discussion. Members raised concerns that salary changes at the CVB may have been implemented without prior council approval and questioned whether the CVB has unilateral authority to increase salary line items without a council transfer or appropriation. Council tabled the CVB transfer to obtain more information and moved forward with the remaining transfers by motion and voice vote.
