Staff explained the sick‑leave incentive options (40%, 50%, 59%) and said all three options would be within the budgeted pool for the personnel line; the council voted to adopt the 59% payout. "This is an incentive," staff said, noting the policy basis and budgeted line items. Council members discussed budget implications and confirmed the payout will not exceed the budgeted amount for personnel incentives.
Council also considered a police request to pay out accrued vacation balances because limited staffing makes covering 12‑hour shifts difficult and paying overtime to cover absences can cost more than a payout. Chief Brian Sawyer explained the operational difficulty of covering night shifts with only four full‑time officers and said paying out vacation time can be cheaper than paying overtime: "We are the only agency inside the city limits that operate 24/7, 365 days... we only have 1 officer on a shift," he said, describing why payout was preferable. Council voted to approve the police vacation payouts.
