The Huntsville Independent School District Board of Trustees voted to approve targeted improvement plans (TIPs) for Huntsville Elementary School, Scott Johnson Elementary School and Estella Stewart Elementary School following a public hearing and a district presentation.
District coordinator for school improvement Mister Campbell presented the plans, saying the TIPs respond to state accountability rules that require campuses with overall or domain ratings of D or F to implement targeted improvement work. He said the plans emphasize intensive curriculum and instructional improvements, job-embedded coaching for teachers, principal coaching, collaborative PLC time, and progress monitoring tied to benchmarks and fidelity walks. Campbell described additional supports from Region 6 partners, role-specific training that began in the summer and continues through August 2026, and placement of experienced turnaround principals to support campus leaders.
Campbell outlined resource allocations to implement the plans, noting use of IMTA funds and an applied-for LASO grant (notification expected in February); he said Title funds would be used if the LASO grant is not approved. He also said the district will implement Bluebonnet instructional materials at the start of next school year and add professional development aligned to that rollout.
Board members asked about public input at the campus-level meetings and about how grade-level instructional coaches are assigned. Campbell confirmed parents attended the September and November meetings and explained coaches have been reassigned to focus on assessed grade bands (with math and RLA coaches assigned at each elementary, plus shared early childhood coaches).
Trustee (speaker 6) moved to approve the three TIPs; Miss Schweitzer seconded the motion and the board approved it by voice/hand vote. The plans will be monitored through regular updates from district leadership and campus principals, including monthly digital implementation updates and quarterly in-person progress reviews.
The public hearing preceding the vote drew no signed public comments, and the board closed the hearing before reconvening its regular meeting. The vote completed at the board meeting where personnel matters were later scheduled for executive session.
