Commissioners approve firearm permissions for community corrections staff; juvenile monitoring fee tabled pending data

Floyd County commissioners on Nov. 4 approved Floyd County Resolution 2025-22 to add two community corrections employees to the county list permitted to carry firearms for their official duties, and tabled a related proposal to begin billing the county $15 per day to monitor juveniles on tracking devices.

Darius Randelia, director of community corrections, told the board the new employees are Kayla Kellens and Arthur Derico and asked that they be added to the authorized list. Commissioners moved and seconded the resolution and approved it by unanimous consent.

Randelia also proposed charging the county $15 per day for juvenile monitoring, the same rate the department charges adults who are tracked. Commissioners pressed for historical counts and financial estimates before approving the fee. Randelia said caseloads have increased since he took over (from 1'2 juveniles initially to about eight in the current month), but he did not have a full annual total prepared. Commissioners requested three years of utilization data, cost and revenue estimates, and a formal recommendation from the oversight board; a motion to table the juvenile fee proposal until the next meeting was made and approved.

Why it matters: Adding personnel to the county's authorized firearms list updates personnel records for staff with field responsibilities. The juvenile monitoring fee proposal could shift program costs but was paused so commissioners can review utilization and fiscal impacts.
