Bellevue City Council adopted a package of mid‑biennial budget ordinances and resolutions on Nov. 18, covering CDBG allocations, fee schedules, utility rate adjustments and property tax actions intended to align city revenues and appropriations for the 2025–26 biennium.
Key actions included adoption of Ordinance 6878 to implement the Human Services Commission recommendations for 2026 Community Development Block Grant funding and authorization for staff to submit the HUD proposal and execute subrecipient contracts. Council also approved Ordinance 6879 updating development services fees (building, land use, inspection services) and Ordinance 6880 establishing new fees for wireless facilities in the public right‑of‑way.
The council approved Ordinance 6881 to revise 2026 sewer service charges to account for King County pass‑through charges. On property tax, the council adopted Ordinance 6882 establishing the 2026 levy, which included the 1% annual property tax adjustment that had been incorporated into the biennial budget process. CFO John Risha said the median Bellevue property (approx. $1.5 million) would see roughly a $15/year increase from the 1% adjustment. Two council members voiced opposition to the property tax ordinance on affordability grounds and recorded 'no' votes during the voice vote.
Council also adopted Resolution 10555 to bank levy capacity under RCW 84.52.070 for years when the city did not take the 1% adjustment, and Ordinance 6883 — an umbrella ordinance making technical appropriation changes and updating the 2025–2030 capital improvement program (RCIP).
