The Roseville City Council approved a minor subdivision Nov. 24 that creates a smaller lot for the existing Lincoln Shores long‑term care center at 1900–1910 County Road D and reserves the remainder as an outlot, preserving easements and dedicating right‐of‑way.
Senior Planner explained the application is administrative (no immediate development proposed) and that required technical items — setbacks, coverage and utilities — were reviewed and met. Pamela Bells of Senior Housing Partners (the development arm of Presbyterian Homes) told council the plat provides flexibility for future phases and tax‑ID separation; she said PHS remains owner and will maintain the parcel, which was overseeded and stabilized after demolition of the previous facility. Neighbors asked about mowing and public access; Bells said much of the area is seeded prairie and walking trails were reinstalled and that PHS typically allows public use of sidewalks as long as litter and similar concerns are addressed.
After neighbor comments and staff clarifications the council voted unanimously to approve the minor plat.
What’s next: If the outlot is developed in the future it will require replatting and additional reviews (stormwater, tree preservation, park dedication as applicable); staff encouraged neighbors to sign up for community‑development email notifications.
