Floyd County Council approves a slate of additional appropriations, transfers and contract payments

The Floyd County Council on Oct. 14 approved an array of additional appropriations, line transfers and service-contract payments aimed at closing year-end budget gaps and funding planned projects.
Among the approvals: WIC received an additional appropriation of $4,228.79 (items 1a and 2a) to cover a calendar-year salary adjustment; a $185,000 transfer was approved to pay an architectural firm for McDonald Township Fire Station design and bidding (item 4a); reimbursable grant appropriations for ECHO and other grants (items 3a and 5a) were approved; and a series of emergency-management transfers (7a–7e) reimbursing LEPC hazmat supplies and paying for radio equipment and vehicle fuel were carried.
Council also granted an additional appropriation of roughly $45,000 to legal services after members reviewed prior-year expenditures and noted a longstanding under-budgeting of that line; staff reported the 2025 legal costs were about $81,506 against a $40,000 original appropriation. The council approved multiple line transfers across departments (veterans services, prosecutor, magistrate) and adopted an ordinance to formalize additional-appropriation procedures after partial DLGF funding of earlier requests.
During the public-hearing portion staff reiterated the hearing’s procedural role: "You're not approving anything right now ... this is just to allow the public to comment on any that they might have seen in the newspaper," and council then conducted approvals during the regular session. Several votes were unanimous by voice vote.
What happens next: approved transfers and appropriations will be processed through county finance; staff said some reimbursements are expected from neighboring counties and state sources and that certain projects (Redwire, IUS facility changes) are expected to be wrapped up and reimbursed in upcoming weeks.
