The planning and building office presented its monthly director's report covering activity through October. Permits recorded totaled 712 (250 building permits, 216 electrical, 77 HVAC, 71 plumbing, 57 certificates of occupancy and 41 demolition permits) with total fees collected of $133,778.59. Inspections completed by the building-commissioner section totaled 1,364 across trades and complaint investigations.
Staff noted recent and pending commercial developments including Foundry Row Apartments and a Dollar General on State Road 67. The annual Metropolitan Planning Organization (MPO) and American Planning Association (APA) conferences were attended by staff (Liz Wilcox and others), and Delaware County will cohost the 2026 MPO conference with Anderson and Kokomo (to be held in Kokomo). The board was also informed that the Delaware County pond ordinance was approved by the county commissioners on Nov. 3 and that RFP responses for a combined revision of the Delaware County and City of Muncie comprehensive zoning ordinances have been received and are under review; staff expects to select a consulting firm in the coming weeks and the revision process to take approximately 12 to 18 months with public involvement.
The board agreed staff will circulate suggested edits to the rules of procedure and a summary of comments to all members for review before the next meeting.
