Collins said the building is intended for dry storage, to accommodate multiple family vehicles and attachments and to provide concrete flooring (not present in a pull‑barn). He described family uses including teaching his children automotive skills and said the site sits on several acres where he does not expect runoff to concentrate on neighbors' yards.
Multiple neighbors testified in opposition, arguing Collins had not demonstrated a unique hardship required for a variance, pointing to extensive existing outbuildings and parking on the property (one witness cited roughly 20 parking spaces across structures) and raising concerns about drainage and property values. One neighbor also mentioned a recently installed electric fence and expressed worry about potential future livestock use.
The board considered a motion to approve BZA56‑25 with the condition that the structure be for personal use only. On roll call the result was 1 yes, 2 no, 1 abstain, which under the board's local rule did not constitute final action; therefore the case was automatically continued to the next BZA meeting on December 18 at 6 p.m. The applicant was instructed there will be no further notice and the continuation serves as notice of the next hearing date.
