The Springfield City Council approved a special permit on Nov. 24 for a proposed 21‑unit apartment building at 824 and 844 Berkshire Avenue in Indian Orchard.

Rob Levesque of R. Levesque Associates described a three‑story building with onsite parking and an outdoor patio; the site is a triangular parcel with a single curb cut from Berkshire Avenue. Levesque said the owners (Hedgehog Industries) have letters of support from the Indian Orchard neighborhood group and accept the planning staff’s recommended conditions. He also noted a demolition delay affecting an older on‑site structure.

Councilors asked whether a traffic study had been done. Phil, the staff reviewer, said the Department of Public Works reviewed and approved the plans and that the level of review likely covered traffic impacts. Councilors urged continued coordination with neighbors on access and timing.

After discussion, the council conducted a roll call and approved the special permit. The clerk said the permit is approved and available for pick up after the appeal period.

What’s next: Owner/engineer to satisfy demolition‑delay procedures, comply with planning conditions and coordinate DPW approvals prior to building permits.
