The Board of Examiners for Nursing voted Nov. 19 to summarily suspend the nursing license of Kalisha R. Davis (petition 2025-628) after Department of Public Health counsel described the basis for emergency action.

Attorney Anthony Nanny (DPH) told the board the petition arose from a joint FBI and Department of Health and Human Services investigation called Operation Nightingale and that records seized in the investigation raised concerns about whether the respondent completed required prelicensure coursework or clinical training at Ideal Professional Institute in Florida. "The department is requesting that this board suspend respondent's license ... as her continued practice as a nurse represents a clear and immediate danger to the public health and safety," Nanny said.

Lisa Freeman moved for summary suspension and Elizabeth Vera Rodriguez seconded. After a roll call, the board recorded unanimous 'aye' votes from members present and entered a summary suspension. The respondent was not in attendance and no attorney for the respondent spoke on record.

The board directed that a hearing on the merits be scheduled to allow the respondent to respond to the petition and to determine any further discipline. The transcript records the department’s allegation and the board’s immediate suspension; those allegations will be addressed in subsequent proceedings where the respondent may present evidence.
