The Department of Public Health advisory board voted unanimously to table a proposed consent order for Dr. Stella Emmanuel (petition 2023-1513) after members requested additional documentation from Ohio and other licensing jurisdictions.
Department attorney Anthony Nanny summarized the proposed order, saying it stems from an Ohio denial of licensure tied to a memorandum of decision for "failure to cooperate" in an investigation and a failure to report the event as required by Connecticut law. The department proposed a reprimand and a $2,500 civil penalty.
Dr. Emmanuel addressed the board, saying she had not completed parts of an Ohio application during the COVID surge and objecting to certain questions she described as probing faith and belief. "They asked me whether I believe in demons, and they were... whether I believe that aliens exist," she said, describing the questions as "pretty crazy." She said she did not intentionally fail to report disciplinary events and that the omission was an oversight.
Several board members said they needed to see written Ohio materials and the Ohio board's decision to understand the underlying issues and whether the questions were appropriate. Doctor Green said he wanted clearer documentation about whether Dr. Emmanuel had been sanctioned by other boards and whether the Ohio questions were lawful or relevant.
The board moved to table the consent order until the next meeting and asked DPH to provide the Ohio documentation and any other helpful records. The motion carried without opposition.
Next steps: DPH will obtain and distribute the Ohio materials and any related documentation requested by the board before the next meeting.
