The Hamilton County Board of County Commissioners on Nov. 20 approved Metropolitan Sewer District (MSD) measures to advance several sewer and stormwater projects.
Administration summarized three MSD items. Item 5 requests $6,120,400 to construct a Lower Mill Creek high‑water dry‑weather protection project to secure three combined sewer overflow (CSO) locations. Item 6 is an administrative consolidation of two High Rate Treatment (HRT) projects at the Little Miami Wastewater Treatment Plant into a single project with no net new county appropriation, noting a regulatory substantial completion deadline of Dec. 31, 2035. Item 7 seeks appropriation and easement authority for the Guest Street Tunnel portion of the East Branch Ohio interceptor extension; administration listed the requested amount as $157,117,696 and said the project would move approximately 120,000,000 gallons of stormwater per year and be coordinated with ODOT's Brent Spence Bridge work, with ODOT reimbursement expected for related costs.
Commissioners thanked ODOT for its partnership and asked for a future, systemwide CSO progress update that explains costs, progress and remaining obligations under the consent decree. The board voted to approve items 5–7 at the Nov. 20 meeting.
The funding for MSD projects was described as coming primarily from MSD ratepayer funds rather than the county's general fund; administration said the budget process for MSD is separate and posted on the district's website.
