The Hamilton County Board of County Commissioners on Nov. 20 read a proclamation recognizing HERS Cincinnati and its Off the Streets residential recovery program for its community service and work with survivors of human trafficking.
The proclamation, read aloud by Commissioner Denise Driehaus, said HERS Cincinnati (formerly Cincinnati Union Bethel) has provided services and education that help women, children and families thrive and noted the Off the Streets program — launched in 2006 — offers trauma‑informed residential treatment and has served more than 2,000 women. "It's with a heavy heart do I stand here ... I speak for 2,000 survivors of human trafficking," said Diane Barnett, managing director of recovery services at HERS Cincinnati.
Commissioners thanked the organization for both individual client services and community education that reframes victims of trafficking as survivors. The board proclaimed Nov. 20, 2025, as HERS Cincinnati and Off the Streets Day in Hamilton County and invited program leaders to speak and be photographed with commissioners after the reading. Beth Swartz, identified in the meeting as HERS Cincinnati's president and CEO, joined Barnett at the dais.
The proclamation cites cross‑sector collaboration with criminal justice, healthcare and more than 50 nonprofit partners. No formal board vote was recorded as part of the public reading; commissioners gave public thanks and moved on to the next agenda item.
