MORGANTOWN — The City Council on Nov. 25 voted to award the 2025 Street Improvement Project to Grama Paving Company with a total contract of $955,938.
Director of Engineering/Public Works Damian Davis recommended awarding Bid Call 202601 to Grama Paving for a base bid of $803,180.50 and Alternate 1 — North High Street reconstruction — for $152,757.50, for a combined total of $955,938. Davis said the project encompasses about six miles of roadway and that the city hopes to begin work on North High Street as soon as weather and asphalt plant availability permit.
Davis explained the city will remove existing brick in sections of North High Street and palletize salvaged brick for future use; the current pavement contains more asphalt patches than continuous brick. He also said the city intends to separate ADA ramp work into a follow‑up project to avoid schedule conflicts between concrete and asphalt contractors. "We're gonna try to get started on North High Street immediately," Davis said, and noted crews would coordinate with utilities and WVU where prior repairs had delayed earlier paving.
Councilors asked about other projects completed this year, the effect on next year’s paving schedule and the possibility of doing ADA work as a separate contract. Davis said the bid came in a little under anticipated budget and that unused funds could be applied to ADA projects.
On roll call the motion to award the contract passed unanimously, 7‑0.
The city indicated construction timing is weather‑dependent; staff will coordinate with the contractor and update council when a start date is set.
