At the Nov. 24 meeting the council heard a final development plan for a Valvoline Instant Oil Change proposed at 198 Green Springs Highway in the Green Springs Shopping Center.
Garrett Small, engineer of record with HFAE, said the proposal is a two-bay drive-through oil change that performs preventative maintenance (oil and fluid changes) and does not include tire rotation. He said most work would occur in a basement, noted a soundproof compressor room, and reported six full-time and two part-time employees for the facility. Small told the council that, compared with the earlier plan, the application increases landscaped/green space by more than 25% and includes renderings showing planting that will soften the bay-door façades.
Council members expressed concern about the visibility of bay doors facing Green Springs and asked whether the building could be rotated to face away from the street; Councilor Lane asked the applicant to consider turning the bay doors so customers would not see cars queued on Green Springs. Small replied he would evaluate safety and turning radiuses and said he could increase landscaping height if turning the bays proved infeasible: "I will take a look. I need to look at safety and turning radiuses to make sure that's feasible. So I'll have to look at that and definitely we can do something for the landscape to increase the height of that." Council asked staff to provide the landscape plan for review and the council scheduled final consideration for Dec. 8.
