The Mayor and Council voted on a series of ordinances and resolutions at the Nov. 24 meeting.
Ordinances: Council held a public hearing and adopted Ordinance 25-18, which revises the definition of a minor site plan so that applications requiring variance, conditional-use, subdivision approval or stormwater relief are treated as major applications; the change also harmonizes checklist and expiration provisions across the former borough and township codes. Council introduced Ordinance 25-19 (tree removal permit requirements; public hearing set for Dec. 22, 2025) and Ordinance 25-20 (short-term rental regulation and an occupancy tax; public hearing set for Dec. 8, 2025). All three ordinance actions were advanced by roll call votes recorded in the meeting.
Resolutions and contract actions: Council approved Resolution 25-389 to direct the Planning Board to undertake a preliminary investigation of two municipality-owned Westminster properties (27 Franklin Ave, and 101 Walnut Lane; Block 7301 Lot 1 and Block 31.01 Lot 105) to determine whether they qualify as a non-condemnation area in need of redevelopment. Redevelopment counsel Steven Stevens said the investigation simply identifies available statutory tools and does not oblige the municipality to use them.
Council also approved Resolution 25-390 to award a professional services agreement to Topology NJ LLC to support the preliminary investigation planning and approved Resolution 25-391 awarding a construction bid to J. Fletcher Creamer & Son Inc for guide-rail replacement on specified roads at $115,225. Other actions included Resolution 25-392 supporting NJDOT speed-limit revisions on Route 27, Resolution 25-393 authorizing a 22-foot curb cut for Feng Lu on Valley Road, and Resolution 25-394 increasing the IPS Group parking-meter contract by $40,289.80 to a new not-to-exceed of $200,289.80 under OMNIA Partners cooperative contract CW18653. Council approved Resolution 25-395 to apply for an $810,000 grant from the New Jersey Department of Community Affairs for a sewer rehabilitation project and Resolution 25-396 to add Block 7401 Lot 1.013 (Avalon) to the tax-exemption list because it is covered by a PILOT.

What happens next: Ordinances 25-19 and 25-20 will be the subject of public hearings on the dates announced; the Phase 3 stormwater proposal and Topology’s scope/fee will return to council for approval before further action.
