Jason Roark, a Streator resident, used his three-minute public-comment slot on Nov. 2 to describe ongoing parking and speeding problems near Sand Street, the 300 block area and the corner of Summer and Grant streets. Roark said parked vehicles and speeding teenagers on dirt bikes create hazards for schoolchildren and said he has complained to police without seeing consistent enforcement.
"School buses can't get through, garbage guys can't get through, emergency vehicles can't get through," Roark said, urging the council to act. He also said an officer would not identify a person who had allegedly moved his mother's car and said he would pursue the matter if the city did not address the problem. Council members and staff thanked Roark for coming forward and said staff would try to gather more information and follow up. A staff member offered to check files and look into next steps; no formal referral or ordinance was introduced during the meeting.
Another unidentified resident later asked the city to investigate alleged threats and repeated police contacts regarding property disputes; that commenter asked officials to protect complainant identities while pursuing any investigation.
These concerns were raised during the meeting’s public-comment period and did not result in immediate council action. Council members said they heard the concerns and would look into enforcement and reporting options.
