The Twin City Air Transportation Authority approved a revised drug-and-alcohol policy after staff presented edits requested in a recent audit.

Staff said most edits were phrasing changes (for example, explicitly adding the word "urine" in sections describing specimen collection) and one substantive addition clarified procedures for handling a negative but dilute urine test. The presentation cited sections 40.197(b), 40.155(c) and 40.67(b)-(c) in explaining when recollection under direct observation is required and how refusals would be treated.

Staff told the board the policy had been sent to the FTA for preapproval and that the changes were meant to ensure regulatory compliance. A motion to adopt the updated policy was moved, seconded and approved by roll call, with all trustees voting yes.

The policy adoption was recorded as formal board action; staff said they will continue to implement the updated procedures and distribute the finalized policy.
