Julie King praised the city of Saratoga Springs for arranging a payment schedule that eases the district's initial capital strain. King explained the agreement includes interest-only payments for the first four years to reduce near-term cash demands while the district establishes itself.

Board Member Strong moved to pass Resolution 2025-001; Board Member Judkins seconded the motion. The board approved the resolution by unanimous voice vote.
